Maltese Citizenship by Naturalization: Maltese Citizenship by Exceptional Services may be granted under an amendment passed in 2020 to the Maltese Citizenship Act. As per the act, “Certificate of Naturalization” shall be granted to foreign individuals and their families who contribute to the country’s economic development, henceforth refer to the policy as Maltese Exceptional Investor Naturalization (MEIN). Under the MEIN policy, the number of citizenship certificates issued to principal applicants (i.e., excluding dependents) shall not exceed 400 a year and 1,500 for the duration of the policy.
Qualifying Investment
• The amount is either €600,000 or €750,000, depending on whether the standard (36
months) or expedited (12 months) residency route is chosen. For
Dependents, the contribution is €50,000.

• Purchase a property of at-least €700,000, or lease a residential property with a rental value
of at least €16,000 per annum.

Who can apply:
Main Applicant
• 18 years of age or above.
• No criminal history.
• Provide a source of funds.
Dependents
• The legal spouse of the main applicant.
• Dependent children up to age of 29.
• Dependent parents
& grandparents of the main applicant or of their spouse above the age of 55.
Application Process:
• Signing letter of engagement with Guardian.
• Legal fees will be paid to the law firm. A lawyer will issue the document checklist & prepare
the file for residency application submission.
• Payment of government application fees. Source of funds, due diligence on applicants is
carried out.
• Letter of Approval in principle is issued.
• After obtaining the "Letter of Approval in Principle” certificate, the applicant will do the
payment of mandatory contribution and
buy/lease the property.
• Submission for naturalization for exceptional services by direct investment (that is, for
citizenship);
• Oath-swearing, within at most 6 months of approval/conferment of citizenship/issuance of
passport(s).
